[요 약]. 국내의 인지과학의 형성과 발전 경과를 되돌아보고 미래를 조망하는 의미에서 한국 인지과학의 형성과정 현황, 그리고 미래적 전망과 과제를 고찰하였다.

20세기 후반에 대두되어 과학과 인간 삶의 형태를 정보의 개념을 중심으로 재구성하게 한 인지과학이 국내에 도입되어 하나의 과학 분야로서 자리를 잡은 이후에 세기가 바뀌었다. 1986년 대우재단의 지원을 받아 시작한 인지과학 공동연구 모임을 바탕으로 한국인지과학회가 1987년에 창립되어 출발한지 열다섯 해가 지나갔다. 인지과학이라는 학문 분야가 존재한다는 것을 알리기에 힘들던 초기의 시절들을 지나, 국내에서 종합과학으로서의 학문적 기반을 확보하게 된 지금의 시점에서, 한국내의 인지과학의 흐름과 지난 15년의 발전 경과, 앞으로의 한국 인지과학의 학문적 미래를 조망하고자 한다.

심리학, 언어학, 철학, 인공지능학 등의 분야에서 독립적으로 연구를 수행하던 국내학자들은 1980년대 초에 인지과학이라는 종합적 틀 내에서 학제적 연구를 수행할 필요를 느끼고 있었다. 최초의 인지과학관련 국내 모임은 이정민 교수 (서울대, 언어학)가 서울대학교 어학연구소 주최로 1986년 2월에 개최한 ‘전산언어학 및 인지과학 세미나’였다. 이는 국내 최초의 전산학, 언어학, 심리학, 철학 등의 연구자가 함께 모인 자리였다. 한편 1985년 10월이래 서울대의 조명한 교수(심리학)와 이정모가 대우재단 측과 몇 차례의 접촉을 한 결과, 1986년 6월부터 조명한 교수를 비롯한 16인의 교수가 대우재단으로부터 ‘인지과학의 제 문제’라는 제하의 공동연구 지원을 받게 되었다 (연구 책임자: 조명한).
이것이 국내의 최초 공식적 인지과학 연구모임의 출발이 되었다. 대우재단 지원 인지과학 공동연구 모임의 초기 구성원은 심리학 4명 (조명한, 이정모, 김정오, 정찬섭)과 철학자 3명 (소흥렬, 정대현, 김영정), 언어학자 3명 (이기용, 이정민, 이익환; 이정민 교수는 UCLA 체제로 실제 모임에는 참여 못함), 전산학자 3명 (최기선, 이일병, 유석인; 후에 유석인 교수는 사퇴하고, 당시 귀국한 김진형 교수가 대신 참여함) 사회학자 1명 (이병혁)으로 이루어졌었다.
이 연구 모임은 격주로 열려 각 연구자들의 발표를 듣고 학문간의 개념적 의사소통과 이론적 지평의 확산과 토론의 장을 펼쳤다. 이 모임은 1987년 6월 13일의 심포지엄을 끝으로 막을 내렸으며 한국인지과학회의 모체가 되었고, 그간의 연구결과가 ‘인지과학: 마음, 언어, 계산’이라는 제목 하에 대우학술총서의 하나로 출간되었다 (조명한, 이정모, 소흥렬, 김영정, 정대현, 정찬섭, 김정오, 이익환, 이기용, 이병혁, 이일병, 최기선, 1989). 무엇보다도 이 모임은 전산학, 심리학, 철학, 언어학, 신경과학, 사회학 사이에 그 이전에는 없었던 ‘인간적, 학문적 유대’를 생겨나게 하여 오늘날과 같은 인지과학회 내의 학제적 연결망이 형성될 수 있는 밑거름이 되었다는데 큰 의의를 둘 수 있다.
이어서 1987 8월에 창립된 한국인지과학회는 소흥렬 교수 (당시 이대, 철학)를 회장으로 하여 출범하였다. 한국인지과학회는 초기부터 여러 학문분야의 학자들이 참여하여 국내 최초의 학제적 종합학문의 면모를 갖추었다. 초기의 주요 사업으로는 월례발표회, 학회지 ‘인지과학’ 발간, 뉴스레터 발간, 연차학술대회 개최 등이 있었다. 1988년의 제2기 조명한 회장단에 의해 펼쳐진 사업 중에 가장 중요한 것은 정찬섭교수(연세대, 심리학), 이익환 교수 (연세대, 언어학)등이 제안하여 추진한 한글날 기념 ‘한글 및 한국어 정보처리 학술대회’였다. 인지과학회와 정보학회가 처음부터 공동 주최한 이 모임은 인지과학회의 중심 학술대회로 자리잡게 되었다.
2.학회 사업과 발전 경과:
인지과학회 초기의 사업으로는 연차학술대회 (제1회: 1988, 12. 연세대) 개최, 학술잡지 ‘인지과학’ 발간, 월례발표회 개최, 공동연구 추진, 뉴스레터 ‘인지과학소식’ 발간 (격월간) 등이 있었으며, 대우재단으로부터 학술연구지원비를 받아 ‘표상’이라는 제하의 공동연구를 비롯한 학회 사업을 수행하였다. 학회 초창기에는 춘계 및 추계 학술대회의 년 2회의 학술대회가 개최되었고 정기적 월례회도 개최되었으나 점차 월례회는 없어지고, 연차대회는 춘계학술대회와 10월의 한글 및 한국어 정보처리 학술대회의 2개의 대회로 고정되었다.
이러한 변화가 이루어진 이유의 하나는 인지과학을 구성하고 있는 관련 학문 분야 내의 연구 집단 모임들이 활발해졌던 것이었다 (특히 정보과학회 산하 인공지능연구회와 한국언어학회 산하 형식문법이론연구회 (현 한국언어정보학회의 전신)의 발전). 이러한 하위연구 집단들은 일부를 제외하고는 충분한 학제적 틀을 지니지 못하고 한 분야의 전공자들 중심으로 활동이 이루어졌으나, 타 연구모임이나 한국인지과학회와의 연계를 통해 국내 인지과학의 발전의 기초가 되었다.
인지과학 관련 연구 모임들은 86년의 대우재단지원 공동연구 모임 이래로 여러 모임들이 대학에서, 학회 차원에서, 대우재단 지원 독회 또는 연구회의 형태로 이루어졌다. 서울대 인지과학 집담회, 이대 철학과 중심의 인지과학 연구모임, 인공지능연구회, HCI학회, 한국생성문법학회, 한국언어정보학회, 형식문법이론연구회, 담화인지연구회, 대우재단 지원 ‘마음과 뇌, 그리고 인공지능’ 공동연구 모임, 언어습득연구회, 생물정신의학 연구회, 담론이론 연구회, 인지발달 연구모임, 인지공학연구회, 정서연구 모임 등의 연구모임이 인지과학관련 연구가 발전되게 하는 바탕이 되어왔다. 1999년에 과학재단에서 인지과학이 학문 분류체계에서 복합과학으로 공인 분류된 이래, 학술진흥재단에서도 복합과학으로 분류 공인되어서 인지과학의 국내 학계에서의 과학으로써의 공식적인 위치가 확립되었다고 할 수 있다.
3. 회원 현황 및 학회 사업:
현재(as of 2002) 한국인지과학회는 1999년 월 현재, 480여명 회원이 등록되어 있다. 학문별 회원 구성분포를 보면, 대략적으로 철학 7%, 심리학 13%, 인공지능학/컴퓨터과학 45%, 언어학 27%, 신경과학 1%, 기타 7%의 비율을 보이고 있다. 추진되고 있는 사업은, 년 4회 학술지 ‘인지과학’의 발간, 봄의 연차학술대회와 10월의 ‘한글 및 한국어정보처리’ 학술대회의 개최, 정기적 뉴스레터 발간(격월간), 인터넷 홈페이지 및 자료기반 구축, 인지과학 학술강좌 개최, 국내 대학 인지과학 과정들의 연대 및 확장 추진 등이 있다. 1996년에 학회 회원들은 인지과학의 응용적 확장 시도인 ‘소프트과학’이라는 새로운 분야를 개발하는 데에 기여하였고, 과기처가 국책사업으로 추진한 소프트과학기술 개발 사업의 여러 하위 과제들에 참여하여 왔다.
또한 1998년이래 뇌과학 연구 사업에 학제적 팀으로서 참여하고 있다. 1991년이래 진행된 감성공학 연구 사업에도 학회 회원들이 많이 참여하여 왔다. 또한 국내에서 인지과학의 연구주제 중, 특정 주제에 대한 학제적 연구가 활성화됨에 따라, 그러한 연구 주제 중심의 소연구회(SIG: Special Interest Groups)들이 구성되어 활동하고 있다. 이미 활발한 활동을 하며 국제적 학회를 개최한 기존의 '시각 연구회 (Vision SIG)'에 추가하여 2002년도에는 '학습/교육 인지 연구회(Learning/Education SIG)', '언어인지 연구회(Language SIG)', '사고력 연구회(Thinking SIG)' 등의 소 연구회가 구성되어 활동을 시작하여 국내 인지과학적 연구의 발전에 새로운 계기를 맞고 있다.
4. 학술잡지 및 관련 서적 출판:
한국인지과학회의 기관 학술지 ‘인지과학’지가 1989에 창간되어 매년 두 호를 출간하였고 (1991과 1992는 각 한 호만 제작), 1996년부터는 매년 네 호를 발간하고 있다. 1994년의 철학연구회와의 공동학술대회 ‘철학과 인지과학의 만남’의 논문은 ‘철학연구’ 34집으로 발간되었다. 또한 대우재단학술총서로 발간된 ‘인지과학: 마음, 언어, 계산’이 1989년에 출간된 이후, 인지과학 관련 번역서와 단행본 저서가 10여권 출간되어 있고, 교재용 서적들이 연세대의 인지과학 팀 (대우재단 지원)과 서울대 인지과학 팀에 의해 추진되어 출판되었다. 일반 출판사에 의해 인지과학 관련 저서와 역서가 많이 출간된 분야는 철학과 언어학 분야이었다.
5. 대학의 인지과학 강좌, 대학원 과정:
80년대 말부터 시작하여 국내 몇 대학에서 인지과학 강좌를 학부의 교양강좌로 개설하게 되었다. 1989년 1학기에 성균관대학교에서 ‘인지과학’ 강좌가 개설된 것을 시초로 하여, 연대(1990), 고대(1991), 서강대(1996)에서 교양강좌가 개설되었고, 서울대에서는 90년대 초부터 지금까지 지속되고 있는 인지과학 관련 교수들의 정기적 집담회를 기반으로 하여 ‘언어와 인지’(1991)의 강좌가 개설되었다.
‘인지과학’ 대학원 협동과정의 탄생은 1994년 가을에 서울대, 성균관대, 연세대의 3개 대학에 개설 허가가 교육부에서 났고, 95년 1학기에 연세대의 석박사과정과, 성균관대의 석사과정에 학생들이 입학하여 정식으로 인지과학 협동과정이 시작되었다. 이어서 서울대는 95년 2학기에 인지과학 강좌를 개설하였고, 부산대도 인지과학과정 인가를 받아, 96년도 1학기부터는 서울대의 석박사 과정에, 부산대의 석사 과정에 학생들이 입학하였고, 1997년에는 부산대에서 박사과정도 시작되었다. 현재 이 4개 대학 인지과학 협동과정에 도합 70여명의 대학원생들이 재적하고 있다. 인지과학과정 설립 초기의 학생들은 비교적 이론, 개념 중심의 공부를 하였지만, 최근에는 구체적 연구 프로젝트 중심으로 인지과학의 실제에 참여하는 경향이 크다고 할 수 있다. 현재 서울대와 연세대에서는 학내 인지과학연구소와 연계되어 협동과정 참여교수와 학생들의 연구와 학술적 토론의 마당이 이루어지고 있다.
2002년에 서강대 조숙환 교수 (언어학)의 적극적 지원 하에 인터넷 상에서 이루어진 인지과학 학생회 (cafe.daum.net/cogsci)의 출발은 인지과학 관련 정보의 국내 교환센터로서의 역할을 하고 있다.
6. 인지과학 연구소:
1989년 8월에 학교간 연구센터로 인지과학연구센터를 연세대학에 설립하고자 15인의 전국 각 대학 인지과학자들이 과학재단에 지원서를 제출하였으나 성사되지 못하였다. 그 후에 1995년 5월에 건국대 산업기술연구원 부설 인지과학연구센터가 처음 설립되었고, 1996년 6월에 국내 최초의 독립적 연구소인 인지과학연구소가 연세대에서 15개 이상의 학문분야의 교수들이 참여하여 출범하였고, 서울대에서도 1997년도에 인지과학연구소가 설립되었다. 건국대의 인지과학연구센터는 교내 사정으로 인해 그간 폐소되었다.
두 대학의 인지과학연구소는 인지과학 협동과정이 지닐 수 있는 강의 위주의 접근의 단점을 보완하고, 프로젝트 연구 중심의 접근을 가능하게 하고 있으며, 이러한 연구 프로젝트 수행과 특강 또는 콜로퀴엄의 운영을 통해 국내 인지과학 전공자들의 연결을 강화하고, 대외적으로 인지과학의 주요성과 지위를 널리 알리는 역할을 하고 있다.
7. 국제적 협조와 국내 학회 간 연결:
국제적 수준의 학회 개최로는 1991년에 한국과학재단과 미국과학재단의 지원 하에 서울에서 개최된 ‘한미인지과학학술대회’가 있었고, 1997년 8월에는 서울대학교에서 제1회 ‘국제인지과학회’(ICCS; The 1st International Conference of Cognitive Science)를 한국이 주관하여 개최하였고, 아시아 국가들을 비롯한 여러 국가에서 참여하여 성공적인 학술대회가 이루어졌다.
국내적으로는 인접학회와의 연계적 노력도 이루어져, 89년이래 매년 10월에 개최되는 ‘한글 및 한국어 정보처리 학술대회’는 10년간을 정보과학회와 공동으로 이루어져 왔으며(매년 평균 50여 편의 논문; 연구영역 : 한글 형태소 분석, 한글 문자인식, 기계번역, 한글정보검색, 언어사용의 실제 등), 1992년에 언어학회와 연계하여 SICOL (서울국제언어학회) 대회를 개최하였다. 1994년에는 연차학술발표대회를 철학회와의 공동 학술대회로 개최하였다.
한편 전산학 전공 회원들 중심으로 참여하고 있던 정보과학회에서는 본 학회 회원들이 인공지능연구회 등의 정보과학회 산하 연구회에서 주도적이며 활발한 연구 활동을 벌였고, 본 학회 회원들의 이러한 활동이 HCI (Human-Computer Interaction)학회의 학문적 발전에 크게 기여하고 있다. 이외에 감성과학회, 뇌과학회, 심리언어학회, 한국과학기술원 뇌과학연구센터의 발족에도 본 학회의 여러 분야 전공자들이 함께 관여하였다. 또한 전산학과 언어학에서 언어정보 처리를 연구하며 교류하던 회원들은 한국어정보처리연구회를 발족하고 세종연구 프로젝트를 통해 한국어 및 한글 정보처리 연구에 활발한 활동을 하고 있다.
8. 연구 추세:
국내 인지과학의 연구 추세를 몇 가지 측면에서 논한다면, 하나는 보다 구체적인 학제적 연결 시도의 증가이다. 소프트과학 연구, HCI 연구, 뇌과학 연구, 언어습득 연구, 인지신경 연구, 인지공학, 감성공학 응용연구 등에서 이전보다 학제적 연구의 필요성 인식이 증가되고, 구체적인 연결 연구가 증가되고 있다는 것이다. 다른 하나는 공학적 연구, 응용적 연구 분위기의 확장이다.
소프트과학 연구, 감성공학 연구 등의 공동 프로젝트나, 인지과학 전공자의 개별 연구를 통하여 보다 구체적인 응용인지과학적 연구들이 활발히 이루어지고 있다. 가장 빠르게 연구 활동의 폭과 속도가 증가되고 있는 것은 신경과학과의 연결의 확장이다. 97년의 뇌과학 프로젝트의 출발을 계기로 하여, 신경과학과 인지과학의 접근이 더욱 밀접하여지고, 여러 가지 공동연구와 개별 연구가 수행되고 있다. 국내에서 뇌연구를 통한 인지신경과학적 접근이 연구자 수준에서 그리고 대학원 교육과정 수준에서 빠르게 확산되고 있으며 또한 그 성과를 인정받고 있다.
9. 과제와 전망:
한국인지과학회의 앞으로의 과제는 국내적으로는 인지과학 연구 인프라의 구축이 가장 시급하다. 외국에서는 한 대학이 100여명의 인지과학 학생들을 보유하고 있으며, 인지과학과에 3-40여명의 교수진이 있으며, 인지과학 단과대학 또는 학부가 있고, 유수한 대학에는 모두 인지과학연구소가 있고, 인지과학이 해외국가의 과학재단의 핵심지원 분야의 하나로 되어 있는 현황을 뒤쫓아가려면, 국내 대학 교육과정과 연구소 등에 인지과학의 인적, 교육제도적, 연구체제적 인프라가 구축되어야 한다.
이를 위해 선결되어야 할 것은 아직도 과학의 본질에 대하여 물질 중심의 낡은 전통적 과학관에 매어 있는 과학정책 관련자, 학교행정 관련자, 고교교사들에 대한 계몽이라 하겠다. 연구 주제 측면에서는; 마음과 知에서의 정서의 역할에 대한 연구, 의식의 본질에 대한 연구, 상황지워진 적응으로서의 인지의 연구, 물리적-사회적 환경이 인지에 주는 영향에 대한 연구, 역동적 체계로서의 마음과 지능에 대한 연구 등의 연결 연구, 뇌과학과의 연결 연구 등이 앞으로 연구되어야 할 큰 과제이다. 이러한 주제들에 대한 연구들이 국내 인지과학계에서 활발히 이루어질 때 미래의 한국 정보화사회의 기반과학으로서의 인지과학의 위상이 확립될 것이다.
10. 요약과 종합
인지과학의 과거, 현재, 미래를, 인지과학 패러다임 일반에 대한 문제와 한국 인지과학의 문제의 둘로 나누어 아주 간략한 표피적인 되새김과 내어다 봄을 전개하였다. 전통적 계산-표상적 정보처리 관점이 인지과학의 발전을 가져왔으나 문제점들은 아직 남아있다. 정서, 의식, 상황적 인지 등의 설명에는 전통적 입장 이외의 입장을 도입한 수정이 필요하다. 보다 더 좋은 설명을 도출하기 위하여 여러 학문 분야의 보다 적극적인 통합의 노력이 필요하다. 심리학적, 계산학(전산학)적, 신경생물학적, 철학적, 언어학적, 인류학적 연구들의 더 진전된 통합의 노력이 이루어져야 한다. 이론적(개념적)으로, 방법론적으로, 경험자료적으로. 서로 다른 분야에서 다른 경험적 방법으로 발굴된 결과 자료들의 연결 통합이 필요하며, 현재 그런 방향으로 추진되고 있다고 하겠다. 또한 의식에 대한 연구에서는 이러한 행동적, 신경학적 자료 이외에 인간의 주관적 경험 자료도 첨가되어야 할 것이다.
보다 넓은 통합이 요청되는 인지과학 자체는 현재에도 그 출발 당시에 못지 않은 패러다임적 소용돌이와 기본틀의 재구성 시도가 끊임없이 이루어지고 있다. 앞으로 어떠한 틀로 변형되어 갈 것인지는 예측하기 힘들다. 소흥렬 (1999) 교수가 지적하는 바와 같은 측면이나, Bechtel과 Graham(1998)이 지적한 바와 같은 두뇌로의 downwards-pull과 환경으로의 outwards-pull을 어떻게 개념적으로, 경험적으로, 인공시스템에의 구현적으로 조화하여 갈 수 있을지는 쉬운 문제는 아닌 것 같다. 또한 현재 너무나 빠르게 진행되고 있는 인터넷을 중심으로 한 사이버 공간에서의 인간 마음의 발현과 되결정되어짐은 인지과학이 다루어야 할 또 다른 광대한 마음의 지평이 될 수 있다. 인지신경과학의 대가의 한 사람인 M. Gazzaniga는 ‘(전통적 의미의)심리학은 죽었다. 인지심리학, 신경과학, 인지과학의 구별이란 의미가 없어졌다’는 의미의 말을 이미 하고 있다. 분명히 앞으로의 인지과학의 학문적, 제도적 틀이 크게 변화될 것임은 예감된다. 그러나 어떤 모양의 어떤 지도의 인지과학이 될 것인가는 예측하기 어렵다. 인지과학이 어려운 학문임이 절감된다. 그렇기는 하지만 종래의 인문과학, 사회과학, 자연과학을 모두 엮는 이 지적 소용돌이의 핵심에 인지과학이 놓여있다는 것과, 바로 그 소용돌이의 한가운데에 우리가 서있다는 것에, 우리는 계속되는 지적 흥분과 끈임 없는 지적 탐구에의 욕심을 멈출 수는 없는 것이다.
그러한 지적 흥분과 탐구를 계속 유지하고 보다 좋은 탐구결과를 얻기 위해서 우리는 우리의 학문적 지적 환경의 조성에 대한 적극적 관심과 실제적 노력을 아끼지 않아야 할 것이다. 우리는 서로 다른 분야의 연구 내용을 계속 추적하고 이야기를 터야 할 것이다. 어떤 한 분야의 이론이나 방법, 연구 결과만 공부하는 사람들은 마음에 대한 보다 넓은 이해를 놓지는 것뿐만 아니라, 자신의 분야 학문의 창의적 발전도 놓질 수 있다.
우리는 한국의 인지과학의 학문적 분위기 개선을 위한 노력을 계속 ‘함께, 협동적으로’ 하여야 할 것이다. 분할된 개별 학문의 울안에서의 연구에 안주하지 않고, 인지과학의 본질인 ‘학제적 특성’을 살리기 위한 계속된 능동적 협동의 노력을 기울여야 할 것이다. 이러한 학제적 협동의 깊이 있는 공동 작업을 통해, 계속 빠르게 변화해 가는 해외의 인지과학의 패러다임적 변화의 추수적(follow-up) 수입의 단계를 넘어서서, 우리 나름대로 좋은 설명적 틀과 이론과, 구현 결과를 이루어 내야 할 것이다. 나 자신의, 우리들의 마음을 보다 잘 이해하기 위해서!

20세기 후반에 대두되어 과학과 인간 삶의 형태를 정보의 개념을 중심으로 재구성하게 한 인지과학이 국내에 도입되어 하나의 과학 분야로서 자리를 잡은 이후에 세기가 바뀌었다. 1986년 대우재단의 지원을 받아 시작한 인지과학 공동연구 모임을 바탕으로 한국인지과학회가 1987년에 창립되어 출발한지 열다섯 해가 지나갔다. 인지과학이라는 학문 분야가 존재한다는 것을 알리기에 힘들던 초기의 시절들을 지나, 국내에서 종합과학으로서의 학문적 기반을 확보하게 된 지금의 시점에서, 한국내의 인지과학의 흐름과 지난 15년의 발전 경과, 앞으로의 한국 인지과학의 학문적 미래를 조망하고자 한다.
1. 한국인지과학회의 창립 배경:

이것이 국내의 최초 공식적 인지과학 연구모임의 출발이 되었다. 대우재단 지원 인지과학 공동연구 모임의 초기 구성원은 심리학 4명 (조명한, 이정모, 김정오, 정찬섭)과 철학자 3명 (소흥렬, 정대현, 김영정), 언어학자 3명 (이기용, 이정민, 이익환; 이정민 교수는 UCLA 체제로 실제 모임에는 참여 못함), 전산학자 3명 (최기선, 이일병, 유석인; 후에 유석인 교수는 사퇴하고, 당시 귀국한 김진형 교수가 대신 참여함) 사회학자 1명 (이병혁)으로 이루어졌었다.
이 연구 모임은 격주로 열려 각 연구자들의 발표를 듣고 학문간의 개념적 의사소통과 이론적 지평의 확산과 토론의 장을 펼쳤다. 이 모임은 1987년 6월 13일의 심포지엄을 끝으로 막을 내렸으며 한국인지과학회의 모체가 되었고, 그간의 연구결과가 ‘인지과학: 마음, 언어, 계산’이라는 제목 하에 대우학술총서의 하나로 출간되었다 (조명한, 이정모, 소흥렬, 김영정, 정대현, 정찬섭, 김정오, 이익환, 이기용, 이병혁, 이일병, 최기선, 1989). 무엇보다도 이 모임은 전산학, 심리학, 철학, 언어학, 신경과학, 사회학 사이에 그 이전에는 없었던 ‘인간적, 학문적 유대’를 생겨나게 하여 오늘날과 같은 인지과학회 내의 학제적 연결망이 형성될 수 있는 밑거름이 되었다는데 큰 의의를 둘 수 있다.
이어서 1987 8월에 창립된 한국인지과학회는 소흥렬 교수 (당시 이대, 철학)를 회장으로 하여 출범하였다. 한국인지과학회는 초기부터 여러 학문분야의 학자들이 참여하여 국내 최초의 학제적 종합학문의 면모를 갖추었다. 초기의 주요 사업으로는 월례발표회, 학회지 ‘인지과학’ 발간, 뉴스레터 발간, 연차학술대회 개최 등이 있었다. 1988년의 제2기 조명한 회장단에 의해 펼쳐진 사업 중에 가장 중요한 것은 정찬섭교수(연세대, 심리학), 이익환 교수 (연세대, 언어학)등이 제안하여 추진한 한글날 기념 ‘한글 및 한국어 정보처리 학술대회’였다. 인지과학회와 정보학회가 처음부터 공동 주최한 이 모임은 인지과학회의 중심 학술대회로 자리잡게 되었다.
2.학회 사업과 발전 경과:
인지과학회 초기의 사업으로는 연차학술대회 (제1회: 1988, 12. 연세대) 개최, 학술잡지 ‘인지과학’ 발간, 월례발표회 개최, 공동연구 추진, 뉴스레터 ‘인지과학소식’ 발간 (격월간) 등이 있었으며, 대우재단으로부터 학술연구지원비를 받아 ‘표상’이라는 제하의 공동연구를 비롯한 학회 사업을 수행하였다. 학회 초창기에는 춘계 및 추계 학술대회의 년 2회의 학술대회가 개최되었고 정기적 월례회도 개최되었으나 점차 월례회는 없어지고, 연차대회는 춘계학술대회와 10월의 한글 및 한국어 정보처리 학술대회의 2개의 대회로 고정되었다.
이러한 변화가 이루어진 이유의 하나는 인지과학을 구성하고 있는 관련 학문 분야 내의 연구 집단 모임들이 활발해졌던 것이었다 (특히 정보과학회 산하 인공지능연구회와 한국언어학회 산하 형식문법이론연구회 (현 한국언어정보학회의 전신)의 발전). 이러한 하위연구 집단들은 일부를 제외하고는 충분한 학제적 틀을 지니지 못하고 한 분야의 전공자들 중심으로 활동이 이루어졌으나, 타 연구모임이나 한국인지과학회와의 연계를 통해 국내 인지과학의 발전의 기초가 되었다.
인지과학 관련 연구 모임들은 86년의 대우재단지원 공동연구 모임 이래로 여러 모임들이 대학에서, 학회 차원에서, 대우재단 지원 독회 또는 연구회의 형태로 이루어졌다. 서울대 인지과학 집담회, 이대 철학과 중심의 인지과학 연구모임, 인공지능연구회, HCI학회, 한국생성문법학회, 한국언어정보학회, 형식문법이론연구회, 담화인지연구회, 대우재단 지원 ‘마음과 뇌, 그리고 인공지능’ 공동연구 모임, 언어습득연구회, 생물정신의학 연구회, 담론이론 연구회, 인지발달 연구모임, 인지공학연구회, 정서연구 모임 등의 연구모임이 인지과학관련 연구가 발전되게 하는 바탕이 되어왔다. 1999년에 과학재단에서 인지과학이 학문 분류체계에서 복합과학으로 공인 분류된 이래, 학술진흥재단에서도 복합과학으로 분류 공인되어서 인지과학의 국내 학계에서의 과학으로써의 공식적인 위치가 확립되었다고 할 수 있다.
3. 회원 현황 및 학회 사업:
현재(as of 2002) 한국인지과학회는 1999년 월 현재, 480여명 회원이 등록되어 있다. 학문별 회원 구성분포를 보면, 대략적으로 철학 7%, 심리학 13%, 인공지능학/컴퓨터과학 45%, 언어학 27%, 신경과학 1%, 기타 7%의 비율을 보이고 있다. 추진되고 있는 사업은, 년 4회 학술지 ‘인지과학’의 발간, 봄의 연차학술대회와 10월의 ‘한글 및 한국어정보처리’ 학술대회의 개최, 정기적 뉴스레터 발간(격월간), 인터넷 홈페이지 및 자료기반 구축, 인지과학 학술강좌 개최, 국내 대학 인지과학 과정들의 연대 및 확장 추진 등이 있다. 1996년에 학회 회원들은 인지과학의 응용적 확장 시도인 ‘소프트과학’이라는 새로운 분야를 개발하는 데에 기여하였고, 과기처가 국책사업으로 추진한 소프트과학기술 개발 사업의 여러 하위 과제들에 참여하여 왔다.
또한 1998년이래 뇌과학 연구 사업에 학제적 팀으로서 참여하고 있다. 1991년이래 진행된 감성공학 연구 사업에도 학회 회원들이 많이 참여하여 왔다. 또한 국내에서 인지과학의 연구주제 중, 특정 주제에 대한 학제적 연구가 활성화됨에 따라, 그러한 연구 주제 중심의 소연구회(SIG: Special Interest Groups)들이 구성되어 활동하고 있다. 이미 활발한 활동을 하며 국제적 학회를 개최한 기존의 '시각 연구회 (Vision SIG)'에 추가하여 2002년도에는 '학습/교육 인지 연구회(Learning/Education SIG)', '언어인지 연구회(Language SIG)', '사고력 연구회(Thinking SIG)' 등의 소 연구회가 구성되어 활동을 시작하여 국내 인지과학적 연구의 발전에 새로운 계기를 맞고 있다.
4. 학술잡지 및 관련 서적 출판:
한국인지과학회의 기관 학술지 ‘인지과학’지가 1989에 창간되어 매년 두 호를 출간하였고 (1991과 1992는 각 한 호만 제작), 1996년부터는 매년 네 호를 발간하고 있다. 1994년의 철학연구회와의 공동학술대회 ‘철학과 인지과학의 만남’의 논문은 ‘철학연구’ 34집으로 발간되었다. 또한 대우재단학술총서로 발간된 ‘인지과학: 마음, 언어, 계산’이 1989년에 출간된 이후, 인지과학 관련 번역서와 단행본 저서가 10여권 출간되어 있고, 교재용 서적들이 연세대의 인지과학 팀 (대우재단 지원)과 서울대 인지과학 팀에 의해 추진되어 출판되었다. 일반 출판사에 의해 인지과학 관련 저서와 역서가 많이 출간된 분야는 철학과 언어학 분야이었다.
5. 대학의 인지과학 강좌, 대학원 과정:
80년대 말부터 시작하여 국내 몇 대학에서 인지과학 강좌를 학부의 교양강좌로 개설하게 되었다. 1989년 1학기에 성균관대학교에서 ‘인지과학’ 강좌가 개설된 것을 시초로 하여, 연대(1990), 고대(1991), 서강대(1996)에서 교양강좌가 개설되었고, 서울대에서는 90년대 초부터 지금까지 지속되고 있는 인지과학 관련 교수들의 정기적 집담회를 기반으로 하여 ‘언어와 인지’(1991)의 강좌가 개설되었다.
‘인지과학’ 대학원 협동과정의 탄생은 1994년 가을에 서울대, 성균관대, 연세대의 3개 대학에 개설 허가가 교육부에서 났고, 95년 1학기에 연세대의 석박사과정과, 성균관대의 석사과정에 학생들이 입학하여 정식으로 인지과학 협동과정이 시작되었다. 이어서 서울대는 95년 2학기에 인지과학 강좌를 개설하였고, 부산대도 인지과학과정 인가를 받아, 96년도 1학기부터는 서울대의 석박사 과정에, 부산대의 석사 과정에 학생들이 입학하였고, 1997년에는 부산대에서 박사과정도 시작되었다. 현재 이 4개 대학 인지과학 협동과정에 도합 70여명의 대학원생들이 재적하고 있다. 인지과학과정 설립 초기의 학생들은 비교적 이론, 개념 중심의 공부를 하였지만, 최근에는 구체적 연구 프로젝트 중심으로 인지과학의 실제에 참여하는 경향이 크다고 할 수 있다. 현재 서울대와 연세대에서는 학내 인지과학연구소와 연계되어 협동과정 참여교수와 학생들의 연구와 학술적 토론의 마당이 이루어지고 있다.
2002년에 서강대 조숙환 교수 (언어학)의 적극적 지원 하에 인터넷 상에서 이루어진 인지과학 학생회 (cafe.daum.net/cogsci)의 출발은 인지과학 관련 정보의 국내 교환센터로서의 역할을 하고 있다.
6. 인지과학 연구소:
1989년 8월에 학교간 연구센터로 인지과학연구센터를 연세대학에 설립하고자 15인의 전국 각 대학 인지과학자들이 과학재단에 지원서를 제출하였으나 성사되지 못하였다. 그 후에 1995년 5월에 건국대 산업기술연구원 부설 인지과학연구센터가 처음 설립되었고, 1996년 6월에 국내 최초의 독립적 연구소인 인지과학연구소가 연세대에서 15개 이상의 학문분야의 교수들이 참여하여 출범하였고, 서울대에서도 1997년도에 인지과학연구소가 설립되었다. 건국대의 인지과학연구센터는 교내 사정으로 인해 그간 폐소되었다.
두 대학의 인지과학연구소는 인지과학 협동과정이 지닐 수 있는 강의 위주의 접근의 단점을 보완하고, 프로젝트 연구 중심의 접근을 가능하게 하고 있으며, 이러한 연구 프로젝트 수행과 특강 또는 콜로퀴엄의 운영을 통해 국내 인지과학 전공자들의 연결을 강화하고, 대외적으로 인지과학의 주요성과 지위를 널리 알리는 역할을 하고 있다.
7. 국제적 협조와 국내 학회 간 연결:
국제적 수준의 학회 개최로는 1991년에 한국과학재단과 미국과학재단의 지원 하에 서울에서 개최된 ‘한미인지과학학술대회’가 있었고, 1997년 8월에는 서울대학교에서 제1회 ‘국제인지과학회’(ICCS; The 1st International Conference of Cognitive Science)를 한국이 주관하여 개최하였고, 아시아 국가들을 비롯한 여러 국가에서 참여하여 성공적인 학술대회가 이루어졌다.
국내적으로는 인접학회와의 연계적 노력도 이루어져, 89년이래 매년 10월에 개최되는 ‘한글 및 한국어 정보처리 학술대회’는 10년간을 정보과학회와 공동으로 이루어져 왔으며(매년 평균 50여 편의 논문; 연구영역 : 한글 형태소 분석, 한글 문자인식, 기계번역, 한글정보검색, 언어사용의 실제 등), 1992년에 언어학회와 연계하여 SICOL (서울국제언어학회) 대회를 개최하였다. 1994년에는 연차학술발표대회를 철학회와의 공동 학술대회로 개최하였다.
한편 전산학 전공 회원들 중심으로 참여하고 있던 정보과학회에서는 본 학회 회원들이 인공지능연구회 등의 정보과학회 산하 연구회에서 주도적이며 활발한 연구 활동을 벌였고, 본 학회 회원들의 이러한 활동이 HCI (Human-Computer Interaction)학회의 학문적 발전에 크게 기여하고 있다. 이외에 감성과학회, 뇌과학회, 심리언어학회, 한국과학기술원 뇌과학연구센터의 발족에도 본 학회의 여러 분야 전공자들이 함께 관여하였다. 또한 전산학과 언어학에서 언어정보 처리를 연구하며 교류하던 회원들은 한국어정보처리연구회를 발족하고 세종연구 프로젝트를 통해 한국어 및 한글 정보처리 연구에 활발한 활동을 하고 있다.
8. 연구 추세:
국내 인지과학의 연구 추세를 몇 가지 측면에서 논한다면, 하나는 보다 구체적인 학제적 연결 시도의 증가이다. 소프트과학 연구, HCI 연구, 뇌과학 연구, 언어습득 연구, 인지신경 연구, 인지공학, 감성공학 응용연구 등에서 이전보다 학제적 연구의 필요성 인식이 증가되고, 구체적인 연결 연구가 증가되고 있다는 것이다. 다른 하나는 공학적 연구, 응용적 연구 분위기의 확장이다.
소프트과학 연구, 감성공학 연구 등의 공동 프로젝트나, 인지과학 전공자의 개별 연구를 통하여 보다 구체적인 응용인지과학적 연구들이 활발히 이루어지고 있다. 가장 빠르게 연구 활동의 폭과 속도가 증가되고 있는 것은 신경과학과의 연결의 확장이다. 97년의 뇌과학 프로젝트의 출발을 계기로 하여, 신경과학과 인지과학의 접근이 더욱 밀접하여지고, 여러 가지 공동연구와 개별 연구가 수행되고 있다. 국내에서 뇌연구를 통한 인지신경과학적 접근이 연구자 수준에서 그리고 대학원 교육과정 수준에서 빠르게 확산되고 있으며 또한 그 성과를 인정받고 있다.
9. 과제와 전망:
한국인지과학회의 앞으로의 과제는 국내적으로는 인지과학 연구 인프라의 구축이 가장 시급하다. 외국에서는 한 대학이 100여명의 인지과학 학생들을 보유하고 있으며, 인지과학과에 3-40여명의 교수진이 있으며, 인지과학 단과대학 또는 학부가 있고, 유수한 대학에는 모두 인지과학연구소가 있고, 인지과학이 해외국가의 과학재단의 핵심지원 분야의 하나로 되어 있는 현황을 뒤쫓아가려면, 국내 대학 교육과정과 연구소 등에 인지과학의 인적, 교육제도적, 연구체제적 인프라가 구축되어야 한다.
이를 위해 선결되어야 할 것은 아직도 과학의 본질에 대하여 물질 중심의 낡은 전통적 과학관에 매어 있는 과학정책 관련자, 학교행정 관련자, 고교교사들에 대한 계몽이라 하겠다. 연구 주제 측면에서는; 마음과 知에서의 정서의 역할에 대한 연구, 의식의 본질에 대한 연구, 상황지워진 적응으로서의 인지의 연구, 물리적-사회적 환경이 인지에 주는 영향에 대한 연구, 역동적 체계로서의 마음과 지능에 대한 연구 등의 연결 연구, 뇌과학과의 연결 연구 등이 앞으로 연구되어야 할 큰 과제이다. 이러한 주제들에 대한 연구들이 국내 인지과학계에서 활발히 이루어질 때 미래의 한국 정보화사회의 기반과학으로서의 인지과학의 위상이 확립될 것이다.
10. 요약과 종합
인지과학의 과거, 현재, 미래를, 인지과학 패러다임 일반에 대한 문제와 한국 인지과학의 문제의 둘로 나누어 아주 간략한 표피적인 되새김과 내어다 봄을 전개하였다. 전통적 계산-표상적 정보처리 관점이 인지과학의 발전을 가져왔으나 문제점들은 아직 남아있다. 정서, 의식, 상황적 인지 등의 설명에는 전통적 입장 이외의 입장을 도입한 수정이 필요하다. 보다 더 좋은 설명을 도출하기 위하여 여러 학문 분야의 보다 적극적인 통합의 노력이 필요하다. 심리학적, 계산학(전산학)적, 신경생물학적, 철학적, 언어학적, 인류학적 연구들의 더 진전된 통합의 노력이 이루어져야 한다. 이론적(개념적)으로, 방법론적으로, 경험자료적으로. 서로 다른 분야에서 다른 경험적 방법으로 발굴된 결과 자료들의 연결 통합이 필요하며, 현재 그런 방향으로 추진되고 있다고 하겠다. 또한 의식에 대한 연구에서는 이러한 행동적, 신경학적 자료 이외에 인간의 주관적 경험 자료도 첨가되어야 할 것이다.
보다 넓은 통합이 요청되는 인지과학 자체는 현재에도 그 출발 당시에 못지 않은 패러다임적 소용돌이와 기본틀의 재구성 시도가 끊임없이 이루어지고 있다. 앞으로 어떠한 틀로 변형되어 갈 것인지는 예측하기 힘들다. 소흥렬 (1999) 교수가 지적하는 바와 같은 측면이나, Bechtel과 Graham(1998)이 지적한 바와 같은 두뇌로의 downwards-pull과 환경으로의 outwards-pull을 어떻게 개념적으로, 경험적으로, 인공시스템에의 구현적으로 조화하여 갈 수 있을지는 쉬운 문제는 아닌 것 같다. 또한 현재 너무나 빠르게 진행되고 있는 인터넷을 중심으로 한 사이버 공간에서의 인간 마음의 발현과 되결정되어짐은 인지과학이 다루어야 할 또 다른 광대한 마음의 지평이 될 수 있다. 인지신경과학의 대가의 한 사람인 M. Gazzaniga는 ‘(전통적 의미의)심리학은 죽었다. 인지심리학, 신경과학, 인지과학의 구별이란 의미가 없어졌다’는 의미의 말을 이미 하고 있다. 분명히 앞으로의 인지과학의 학문적, 제도적 틀이 크게 변화될 것임은 예감된다. 그러나 어떤 모양의 어떤 지도의 인지과학이 될 것인가는 예측하기 어렵다. 인지과학이 어려운 학문임이 절감된다. 그렇기는 하지만 종래의 인문과학, 사회과학, 자연과학을 모두 엮는 이 지적 소용돌이의 핵심에 인지과학이 놓여있다는 것과, 바로 그 소용돌이의 한가운데에 우리가 서있다는 것에, 우리는 계속되는 지적 흥분과 끈임 없는 지적 탐구에의 욕심을 멈출 수는 없는 것이다.
그러한 지적 흥분과 탐구를 계속 유지하고 보다 좋은 탐구결과를 얻기 위해서 우리는 우리의 학문적 지적 환경의 조성에 대한 적극적 관심과 실제적 노력을 아끼지 않아야 할 것이다. 우리는 서로 다른 분야의 연구 내용을 계속 추적하고 이야기를 터야 할 것이다. 어떤 한 분야의 이론이나 방법, 연구 결과만 공부하는 사람들은 마음에 대한 보다 넓은 이해를 놓지는 것뿐만 아니라, 자신의 분야 학문의 창의적 발전도 놓질 수 있다.
우리는 한국의 인지과학의 학문적 분위기 개선을 위한 노력을 계속 ‘함께, 협동적으로’ 하여야 할 것이다. 분할된 개별 학문의 울안에서의 연구에 안주하지 않고, 인지과학의 본질인 ‘학제적 특성’을 살리기 위한 계속된 능동적 협동의 노력을 기울여야 할 것이다. 이러한 학제적 협동의 깊이 있는 공동 작업을 통해, 계속 빠르게 변화해 가는 해외의 인지과학의 패러다임적 변화의 추수적(follow-up) 수입의 단계를 넘어서서, 우리 나름대로 좋은 설명적 틀과 이론과, 구현 결과를 이루어 내야 할 것이다. 나 자신의, 우리들의 마음을 보다 잘 이해하기 위해서!

2. '인지과학과 미래 과학기술' 심포지엄 안내의 글
인류가 과학기술 문화를 이루어 낸 이래, 인류의 과학적 물음의 핵심은 크게 3 단계를 거쳐 왔다고 볼 수 있다. 첫 단계는 뉴턴 이래 물리학을 중심으로 던져진 ‘물질이란 무엇인가?’ 하는 물음의 단계이었고, 다음은 1980년대를 기점으로 한 ‘생명이란 무엇인가?’의 물음이었다. 인류에게 편리한 도구, 기계를 만들어온 1단계의 과학기술 세대와, 인류의 생명 연장, 건강 증진을 목표로 하여 추구하여온 2단계의 과학기술을 넘어서서, 그렇게 편리한 도구를 사용하며 수명을 연장하여서 ‘과연 무엇을 하려는가?’라는 물음을 던지면 다음 단계의 인류가 추구할 미래 과학기술의 목표가 드러난다.
바로 이러한 배경에서 미국 과학재단은 미래 융합과학기술이 ‘나노, 바이오, 인포, 인지과학의 네 축이 연결되어 생성해내는 것’이며 미래 테크놀로지의 궁극적 목표는 '인간의 performance (여러 상황들에서 무엇을 해내는 것)의 향상, 증진'에 있다고 규정하였다.
또한 21세기의 뛰어난 천재 과학자이며 미래 예측자로 세계가 인정하는 커즈와일이 선언한 바대로, 2030년대에 컴퓨터의 파워가 인간의 지적 능력을 초월하는 '특이점'시대가 오고, 인간과 기계(인공물)의 경계선이 무너지는 시점이 도래한다는 것을 생각하여 본다면 전통적으로 내려온 과학관, 기술관의 틀을 재구성하고 미래 사회의 과학기술의 특성을 새로운 관점에서 예측하여야 함이 새삼 부각된다.
컴퓨터를 비롯한 인공물과 인간의 지적능력을 가능하게 하는 마음-뇌의 경계선이 무너질 때 가능하여지는 미래 과학기술의 특성은 무엇이 될까? 20세기까지의 도구/기계 중심의 테크놀로지를 넘어서서 인간 자신의 능력을 극대화하는 기술이 우주기술과 함께 미래 첨단 테크놀로지로 부상하는 그 미래 시점의, 인간-컴퓨터-로봇이 경계선 없이 연결된 지능정보처리 시스템으로 작동하는 미래의 과학기술은 무엇이 중요하고 또 어떻게 전개될 것인가?
해외에서 진행되고 있는 빠른 변화들, 즉 인공지능 대신에 인지컴퓨팅 틀이 떠오르고, 로보틱스 연구에서, 인간처럼 스스로 발달하고 스스로 학습하고, 지식을 넓혀가며, 적응적 문제해결을 하는 인지로보틱스, 발달로보틱스, conscious 로봇 등의 연구가 떠오르며, 미국의 핵무기 개발, 미국의 국가안전 관련 기술, 에너지 기술 등을 개발하여온, 전통과 영향력이 있는 미국 국립연연구소들이 인지과학기술 연구를 하나의 주연구축으로 하는 조처가 이루어지며, 이스라엘 등에서 인간의 인지기능 향상(Cognitive Enhancing)을 미래 첨단 테크놀로지의 하나로 개발하고 있는 이러한 변화는 인지과학이 미래 과학기술에서 필수적으로 중요한 핵심 연결고리가 될 수밖에 없음을 인식한 해외 과학기술계의 발빠른 대응을 보여준다.
그런데 한국에서는 융합과학기술을 IT, BT, NT 3개로만 이미 한 세대 뒤진 20세기의 틀만 언급하고 있다. 물질-기계 중심의 국내 과학기술관, 낡은 틀인 IT-BT-NT를 3두마차로 전개하는 미래 과학기술 정책틀이 우리의 현주소이다.
인간 같은 로봇, 인간 감성과 인지에 가장 적합한 각종 기기의 개발, 산업 등 각종 상황에서의 인간의 감각-인지-운동 능력의 증진 등은 인지과학이 연계되지 않고서는 발전되기 어렵다. 특이점의 문제와 관련하여 해외에서 일어나고 있는 과학기술계의 관점의 변화, 인간 인지 중심의 응용기술의 개발의 추세의 내용과 그 의의를 파악하고 그에 따른 한국의 과학기술 정책과 사회-문화 정책을 다시 짜야 한다.
바로 이러한 필요성에서, 미래 과학기술 개발과 미래 과학기술 사회 구성에서 인지과학이 담당하는 역할, 제공하는 가능성, 영향을 파악하는 미래 과학기술 포럼의 심포지엄을 개최한다.

미래사회연구포럼(공동의장: 국회의원 변재일․진영, 집행위원장: 석호익 정보통신정책연구원장)은 17일 연세대 외솔관 110호 강당에서 정보통신부가 주관하는 미래주간 2007 참여 행사의 일환으로 ‘미래사회연구포럼 <인지과학과 미래 과학기술 심포지엄>을 개최한다.
이번 행사에는 국내 뿐만 아니라 해외에서도 인정받고 있는 인지과학 관련 학계 전문가가 모여 ‘인지과학과 미래 과학기술’이라는 주제로 미래융합과학기술과 인지과학의 목표와 역할에 대하여 발표한다. 미국 과학재단은 미래융합과학기술을 ‘나노과학, 바이오과학, 정보과학, 인지과학의 네 축이 연결되어 생성해내는 것’이며 미래 테크놀로지의 궁극적 목표는 '인간의 수행능력의 향상과 증진'에 있다고 규정하였다. 이번 행사에서는 인지 컴퓨팅, 인지로보틱스, 발달로보틱스 등 쉽게 접할 수 없었던 용어와 융합과학기술, 인지기능향상, 마음을 바라보는 새로운 틀 등 거대한 담론이 녹아있는 주제들과 미국과 유럽, 일본 등의 프로젝트 사례들을 다룰 예정이다. 그러나 어디까지나 단순히 해외의 연구사례나 국내의 관련 프로젝트의 소개에서 그치는 것이 아니라 미래 융합과학기술 사회에서의 인지과학의 역할을 확인하는 것을 주된 목적으로 두고 있다.
본 발표에서는 성균관대 이정모 교수가 ‘미래 융합과학기술 사회에서의 인지과학의 역할’을 주제로 역사적 측면에서 과학문화의 변화에 대한 설명과 함께 수렴적인 미래 과학기술이 특성과 관련된 미국의 NBIC과 유럽의 CTECK, IBM Almaden 연구소 등의 개념들을 비교하며 인지과학의 역할 및 의의를 밝혀 21세기에 맞는 과학관에 대한 분석과 함께 대한민국의 과학기술 정책이 나아갈 바에 대해서 제언한다.
한국과학기술원의 김진형 교수는 ‘다시 찾는 Soft Sciences'를 주제로 미래의 과학기술의 비약적 변화와 비즈니스 환경 변화, 대한민국의 국가 경쟁력의 변화 등을 고려하여 기술 융복합을 통한 신상품 및 서비스 창출을 위하여 인간중심의 과학인 소프트과학이 기여하는 바가 더욱 커졌음을 강조한다. 소프트과학을 통하여 인력 고도화를 이루어서 학계와 기업이 모두 발전하여 국민소득 2만불 시대의 벽을 뛰어넘어 3만불 시대까지 무사히 견인하기 위하여 소프트과학이 진흥되어야 하며, 다시 한 번 국책과제로 선정하여 지원해야 함을 제언한다.
성균관대 이석한 교수는 지능형 로봇과 인지과학의 관계에 대해서 발표한다. 이석한 교수는 현재 로봇의 인식기능에 있어서 가장 큰 문제로 대두되고 있는 환경변화에 따른 인식의 신뢰성을 해결하기 위한 인지과학적 원칙을 제시하면서 인지과학과 지능형 로봇의 융합을 통하여 지능형 서비스 로봇의 근본문제를 해결할 수 있음을 예시한다. 또한 인지과학적 고찰을 통하여 지능형 서비스 로봇의 근본문제를 해결하려는 상호 시너지 유발에 큰 역할을 할 것이며 실험결과들을 통하여 이를 확인할 수 있음을 구체적으로 보여주고 있다. 이석한 교수는 인지과학과의 융합을 통해 많은 지능형 로봇의 풀리지 않는 문제들이 해결될 것이며 이는 지능형 로봇이 미래에 생활환경의 지능화를 위한 총아로서 대두될 수 있는 가교가 될 것이라 전망하고 있다.
연세대 조성배 교수는 급속한 정보기술의 발전과 유비쿼터스 환경의 구축에 따라 다양한 디지털 장비들이 융합되어 하나의 장비로 다양한 서비스를 활용할 수 있는 시대에 접어들고 있고, 이에 따라서 인간의 사고과정이나 기억과 유사한 방식의 정보처리 메커니즘을 통해 새로운 차원의 디지털융합 시대를 열어가고자 하는 시도가 진행되고 있음을 지적한다. 조성배 교수는 통합형 지능기술의 필요성과 함께 구체적 연구사례를 소개함으로써 인공생명 소프트웨어의 개발에 인지과학이 어떠한 역할을 할 수 있는지 조감해본다. ‘라이프로그 추출 및 만화 다이어리 생성’, ‘지능형 대화 에이전트’, ‘스마트폰을 위한 지능형 에이전트’ 등 7가지 연구사례를 소개한다.
서울대 장병탁 교수는 "지난 반세기 동안의 엄청난 발전에도 불구하고 왜 컴퓨터 및 지능 기술은 아직도 4살짜리 어린아이의 지능 수준에도 미치지 못할까"라는 질문에서 출발하여 인공 지능 특히 기계학습 기술이 앞으로 나아가야 할 연구 방향에 대하여 논의한다. 장병탁 교수는 지금까지의 인공지능 기술은 인간의 정보처리 메카니즘 특히 기억과 학습 방식을 무시하고 공학적인 접근 방식을 고집한데 반해서, 앞으로의 인공지능은 사람과 동물의 인지생물학적인 정보처리 원리 특히 학습과 기억에 대한 이해를 바탕으로 기술을 개발하여야 함을 강조한다.
연세대 이도준 교수는 신경과학(Neuroscience)과 관련된 미래 과학기술의 흐름에 대해서 분석한 내용을 발표한다. 신경과학은 분자 및 세포 신경과학, 시스템 신경과학, 인지 신경과학 등으로 다시 나뉘는데, 이중에서 인지 신경과학은 심적 작용(mental processes)의 근거가 되는 신경기제 규명에 초점을 맞추고 지난 10년간 급속도로 성장해왔다. 그런데, 최근의 신경과학이 인간의 뇌/인지 기능을 이해하기 위하여 사회적, 정서적 측면을 함께 고려하지 않으면 안 된다는 입장으로 전환하며 성격 및 사회행동 등 전통적인 심리학 분야를 적극적으로 받아들이고 있고, 경제학, 윤리학, 교육학 등의 여러 사회과학 분야의 지식과 방법론을 적극적으로 차용하고 있다. 발표자는 이를 지적하면서 '사회 인지 및 정서 신경과학(SCAN)'의 최근 발견들과 함께 앞으로의 연구 방향에 관해 소개한다.
고려대 김성일 교수는 신경과학의 비약적 발전과 뇌과학 연구와 인지과학 연구의 활발한 협력을 통해 ‘학습과학(Learning Science)’에 대한 새로운 가능성을 조명한다. 구체적으로 ‘뇌기반 학습과학(Brain-Based Learning Science)’, ‘교육신경과학(Educational Neuroscience)’ 혹은 ‘신경교육학(Neuro-Education)’에 대한 내용을 소개하며, 인간의 뇌, 마음, 컴퓨터를 연결하는 이러한 통합적 접근은 학습상황에서의 뇌와 마음에 대한 신경과학적 이해를 바탕으로 컴퓨터를 활용하여 학습자 개인의 특성에 따른 개별화된 최적의 학습환경을 제공하는데 그 의의가 있음을 밝힌다. 또한 뇌과학 연구와 교육의 관계는 단순히 뇌과학 연구 결과에서 교육적 시사점을 찾아오는 일방향적 관계를 넘어서, 교육 장면에서의 물음이 뇌과학 연구의 방향을 결정하는 방식의 양방향적 관계로 발전하여야 할 것을 제안한다.
이번 행사는 미래사회연구포럼의 지원으로 참가비 없이 무료로 진행된다. 11월 17일 토요일 오전 10시에서부터 17시까지 진행되며, 주제발표 이후에는 국내 감성과학의 틀을 이끌어온 연세대 정찬섭 교수의 사회로 ‘인지과학이 여는 미래 과학기술’이라는 주제로 구체적인 사안에 대한 토론회를 가질 예정이다.

한국과학기술원의 김진형 교수는 ‘다시 찾는 Soft Sciences'를 주제로 미래의 과학기술의 비약적 변화와 비즈니스 환경 변화, 대한민국의 국가 경쟁력의 변화 등을 고려하여 기술 융복합을 통한 신상품 및 서비스 창출을 위하여 인간중심의 과학인 소프트과학이 기여하는 바가 더욱 커졌음을 강조한다. 소프트과학을 통하여 인력 고도화를 이루어서 학계와 기업이 모두 발전하여 국민소득 2만불 시대의 벽을 뛰어넘어 3만불 시대까지 무사히 견인하기 위하여 소프트과학이 진흥되어야 하며, 다시 한 번 국책과제로 선정하여 지원해야 함을 제언한다.
성균관대 이석한 교수는 지능형 로봇과 인지과학의 관계에 대해서 발표한다. 이석한 교수는 현재 로봇의 인식기능에 있어서 가장 큰 문제로 대두되고 있는 환경변화에 따른 인식의 신뢰성을 해결하기 위한 인지과학적 원칙을 제시하면서 인지과학과 지능형 로봇의 융합을 통하여 지능형 서비스 로봇의 근본문제를 해결할 수 있음을 예시한다. 또한 인지과학적 고찰을 통하여 지능형 서비스 로봇의 근본문제를 해결하려는 상호 시너지 유발에 큰 역할을 할 것이며 실험결과들을 통하여 이를 확인할 수 있음을 구체적으로 보여주고 있다. 이석한 교수는 인지과학과의 융합을 통해 많은 지능형 로봇의 풀리지 않는 문제들이 해결될 것이며 이는 지능형 로봇이 미래에 생활환경의 지능화를 위한 총아로서 대두될 수 있는 가교가 될 것이라 전망하고 있다.
연세대 조성배 교수는 급속한 정보기술의 발전과 유비쿼터스 환경의 구축에 따라 다양한 디지털 장비들이 융합되어 하나의 장비로 다양한 서비스를 활용할 수 있는 시대에 접어들고 있고, 이에 따라서 인간의 사고과정이나 기억과 유사한 방식의 정보처리 메커니즘을 통해 새로운 차원의 디지털융합 시대를 열어가고자 하는 시도가 진행되고 있음을 지적한다. 조성배 교수는 통합형 지능기술의 필요성과 함께 구체적 연구사례를 소개함으로써 인공생명 소프트웨어의 개발에 인지과학이 어떠한 역할을 할 수 있는지 조감해본다. ‘라이프로그 추출 및 만화 다이어리 생성’, ‘지능형 대화 에이전트’, ‘스마트폰을 위한 지능형 에이전트’ 등 7가지 연구사례를 소개한다.
서울대 장병탁 교수는 "지난 반세기 동안의 엄청난 발전에도 불구하고 왜 컴퓨터 및 지능 기술은 아직도 4살짜리 어린아이의 지능 수준에도 미치지 못할까"라는 질문에서 출발하여 인공 지능 특히 기계학습 기술이 앞으로 나아가야 할 연구 방향에 대하여 논의한다. 장병탁 교수는 지금까지의 인공지능 기술은 인간의 정보처리 메카니즘 특히 기억과 학습 방식을 무시하고 공학적인 접근 방식을 고집한데 반해서, 앞으로의 인공지능은 사람과 동물의 인지생물학적인 정보처리 원리 특히 학습과 기억에 대한 이해를 바탕으로 기술을 개발하여야 함을 강조한다.
연세대 이도준 교수는 신경과학(Neuroscience)과 관련된 미래 과학기술의 흐름에 대해서 분석한 내용을 발표한다. 신경과학은 분자 및 세포 신경과학, 시스템 신경과학, 인지 신경과학 등으로 다시 나뉘는데, 이중에서 인지 신경과학은 심적 작용(mental processes)의 근거가 되는 신경기제 규명에 초점을 맞추고 지난 10년간 급속도로 성장해왔다. 그런데, 최근의 신경과학이 인간의 뇌/인지 기능을 이해하기 위하여 사회적, 정서적 측면을 함께 고려하지 않으면 안 된다는 입장으로 전환하며 성격 및 사회행동 등 전통적인 심리학 분야를 적극적으로 받아들이고 있고, 경제학, 윤리학, 교육학 등의 여러 사회과학 분야의 지식과 방법론을 적극적으로 차용하고 있다. 발표자는 이를 지적하면서 '사회 인지 및 정서 신경과학(SCAN)'의 최근 발견들과 함께 앞으로의 연구 방향에 관해 소개한다.
고려대 김성일 교수는 신경과학의 비약적 발전과 뇌과학 연구와 인지과학 연구의 활발한 협력을 통해 ‘학습과학(Learning Science)’에 대한 새로운 가능성을 조명한다. 구체적으로 ‘뇌기반 학습과학(Brain-Based Learning Science)’, ‘교육신경과학(Educational Neuroscience)’ 혹은 ‘신경교육학(Neuro-Education)’에 대한 내용을 소개하며, 인간의 뇌, 마음, 컴퓨터를 연결하는 이러한 통합적 접근은 학습상황에서의 뇌와 마음에 대한 신경과학적 이해를 바탕으로 컴퓨터를 활용하여 학습자 개인의 특성에 따른 개별화된 최적의 학습환경을 제공하는데 그 의의가 있음을 밝힌다. 또한 뇌과학 연구와 교육의 관계는 단순히 뇌과학 연구 결과에서 교육적 시사점을 찾아오는 일방향적 관계를 넘어서, 교육 장면에서의 물음이 뇌과학 연구의 방향을 결정하는 방식의 양방향적 관계로 발전하여야 할 것을 제안한다.
이번 행사는 미래사회연구포럼의 지원으로 참가비 없이 무료로 진행된다. 11월 17일 토요일 오전 10시에서부터 17시까지 진행되며, 주제발표 이후에는 국내 감성과학의 틀을 이끌어온 연세대 정찬섭 교수의 사회로 ‘인지과학이 여는 미래 과학기술’이라는 주제로 구체적인 사안에 대한 토론회를 가질 예정이다.

차세대 기술혁명, 한국에서는 실종된 '인지과학'에 관심을
What's wrong with the current Korean (government) R/D policies on 'Science and Technologies'?
They have neglected Cognitive Science (CS) for the past several decades, and disregarded the importance of Cognitive Science for the future Converging Technologies.
In the 2007 MOST (the Ministry of Science & Technologies) report on Korean R/D plan for the future Converging Technologies, Cognitive Science Technology was demoted as a sub-sub area of Brain Science, investigating only very narrow and limited topics related to brain processes.
It seems that the policy-making committee members and high officials of Korean MOST (or Korean Science Foundations) did not see or intentionally disregarded the far reaching implications and reasons of why U.S. NSF had put Cognitive Science as one of the basic axles for the future Converging Technologies.
The world is changing. The goals of Science and Technologies are changing, too.
In the past, the rage of research on technologies was, at first, on making all kinds of tools and machines that make human (physical) life more comfortable. Then it was on making people healthier and live longer. And in the future, the rage will be on making people function more competently and intelligent - cognitively, emotionally, and socially (in human societies and in human-machine tandem societies), as well as physically.
As NSF report on NBIC Converging Technologies has defined, the goal of the future technologies will be on 'Improving Human Performance', especially enhancing human cognitive functions in the real and virtual environments which are becoming ever more complex. This is the reason why "Trans-humanism" has recently become a hot topic in the discussion of future society & technologies.
The Korean “R & D Plan for the future Converging Technologies” disregarded all these implications. It seems that they expect the 'future Korean Technology Rabbit' should or could run on three legs.

안녕하셨습니까?
신록의 푸르름이 나날이 더해가는 계절을 맞아 본 학회의 창립 20주년을 기념하는 춘계학술대회와 정기총회에 여러분을 초대합니다.
춘계대회는 6월 8일 (금) 오후에서 6월 9일(토) 양일간에 걸쳐 한국외국어대학교의 메인홀인 애경홀과 대학원에서 개최하게 되었습니다.
일시: 2007년 6월 8일(금) 오후 1시 개회 -· 6월 9일(토) 오후 4시
장소: 한국외국어대학교 국제관 애경홀 및 대학원 발표장
이번 춘계학술대회는 '뇌와 인지과학'이란 타이틀로 그동안 언어학, 심리학, 신경과학, 전산학, 철학 등 다분야에서연구와 교육에 전념하시는 여러 회원분들의 연구 성과와 아이디어를 서로 교환하고 상호 검토해보는 연구발표와 토론의 자리가 되리라고 믿습니다.
이번 춘계학술대회에서는 인지과학 전 분야를 망라하는 30여 편의 논문과 20여 편의 포스터 발표가 준비되어있습니다. 특히 본 학회의 20주년을 기념하여 역대 전임 회장을 역임하신 연세대 정찬섭 교수님과 KAIST 김진형 교수님께서 한국인지과학의 과거를 되돌아보고 미래의 비젼을 점검해주실 뜻 깊은 기념강연이 준비되어 있습니다.
본 학회의 공식 산하단체인 한국 '인지과학 학생회'에서도 20주년을 축하하고 기념하기 위해, 독자적인 활동보고와 특별한 프리젠테이션 세션도 준비하고 있습니다.

2. 예년과 같이 이번 학술대회에서도 사전등록비를 받도록 하겠습니다 (당일 대회 참가비는 3회의 식사, 대회 프로시딩스 발간, 기타 발표장소 대여료 등 학술대회의 운영경비로 사용될 예정입니다). 당일 등록비는 회원 일반 5만원, 회원 학생 2만원이며 사전 등록 시는 1만원을 할인해드립니다 - 입금계좌는 위 학회통장으로 하시면 되며, 6월 7일까지 접수받도록 하겠습니다(계좌이체).
3. 정기총회 안건 공지: 주요 안건 보고, 의결 및 차차기 회장 선출: 본 학회의 차기 회장은 서울 의대 권준수 교수입니다. 9일 토요일 개최되는 정기총회에서는 차차기 회장의 선거가 있을 예정입니다. 그간의 관례에 따라 차차기는 심리학 전공 분야에 맡아주시기로 되어있습니다.
